This looks like a pretty good lead. "The city has grown by 14 percent". They tell you exactly what is going on in the first sentence. Everything else they say can only be added to that, but you know what the point of the whole story is, is to tell you that the city has grown.

I agree. I have often found that the leads are confusing to the story. However, I don't like it at all when the leads are too long because I think it looks dull and I don't enjoy reading it. "The city has grown by 14 percent" is clear and to the point. I like it too!
